Введение


Методические рекомендаци предназначены для организации самостоятельной работы студентов 4 курса очного отделения специальностей 26.02.05 Эсплуатация СЭУ и 26.02.06 Эксплуатация судового электрооборудования.

Данные рекомендации обеспечивают необходимый материал как для работы во время практических занятий, так и во время самостоятельной подготовки. Материал подобран с учётом Федеральных государственных образовательных стандартов среднего профессионального образования 3-го поколения и требованиями Международной конвенции о подготовке, дипломировании моряков и несении вахты 1978 г. (Конвенция ПДМНВ) В результате овладения знаниями по дисциплине «Морской английский» обучаемый должен приобрести знание английского языка, позволяющее выполнять обязанности вахтенного механика и использовать техническую документацию (технические публикации).

Самостоятельная работа, являясь неотъемлемой частью учебного процесса, требует тщательной подготовки и планирования. Можно выделить две главные цели самостоятельной работы студентов:

1) закрепление, расширение и углубление полученных на практических занятиях навыков и умений;

2) самостоятельное изучение и усвоение нового материала без посторонней помощи.

Самостоятельная работа позволяет студентам глубоко вникнуть в сущность изучаемого вопроса, развивает трудолюбие, организованность, силу воли, дисциплинированность, активность, творческий подход к учебному труду, самостоятельность мышления. Самостоятельная работа направлена на активный поиск источников знаний и вырабатывает привычку к самообразованию.

При работе над той или иной темой студент должен следовать определённой схеме, которая поможет последовательно и в полном объёме усваивать материал. Схема представляет собой следующие этапы:


План изучения темы

  1. Чтение и перевод текста.

  2. Изучение новой лексики

  3. Ответы на вопросы для самоконтроля.

  4. Выполнение письменных заданий.


Целью методразработки является наглядная подача узловых вопросов программы по дисциплине «Морской английский», систематизация имеющихся у студентов знаний, тренировка в их применении. Сопутствующими задачами являются расширение лексического запаса и развитие некоторых речевых умений. Эти цели и задачи решаются с помощью предоставления всесторонних и разнообразных сведений по определённым основным вопросам курса, разного уровня заданий и упражнений, которые носят характер репродуктивного воспроизведения учебного материала, тренировочный характер и, на более продвинутом этапе, дают возможность комплексного подхода к изученному.

Работа состоит из 5 частей (Unit), каждая из которых имеет 4 раздела: 1. Текст по специальности для изучения. 2. Список новых слов и выражений 3. Вопросы для самоконтроля. 4. Письменное задание. 5. Список рекомендуемой литературы. В работе также содержится структура и содержание дисциплины, список использованной литературы и источников. Материалы подбирались исходя из принципов целесообразности и актуальности. Автор стремился подобрать материал, представляющий интерес для учащихся и полезный для их будущей деятельности.

После выполнения работы по усвоению и тренировке предлагаемого учебного материала проводится контроль результатов, осуществляемый в пределах учебного занятия по данной теме в письменной, устной или смешанной форме. После контроля выставляется оценка.


Критерии оценивания


При выполнении письменных упражнений оценка «5» баллов выставляется при успешном выполнении 95% всей работы; оценка «4» балла – при успешном выполнении не менее 75% всей работы; оценка «3» балла – при успешном выполнении не менее 55% всей работы.

При установлении рейтинга студента учитывается время выполнения тестового задания:

На оценку «5» баллов – 15-20 минут

«4» балла – 25 минут

«3» балла – 30 минут

Shipboard Accident Prevention

Safe operation of a vessel depends on observation of safety precautions by all personnel.

The purpose of the Safety Management System (SMS) is to minimize and eliminate personnel injuries and to prevent damage from accidents and fires. The unlicensed personnel, that is ratings, should assist senior officers in carrying out the ship's safety program. All crewmembers must report to their department heads any hazardous conditions discovered.

Smoking on the weather decks, especially on a tanker, is strictly prohibited under many circumstances. When at sea, smoking may be permitted in the wheelhouse or on the weather decks aft of the stack. Cigarette butts and matches must not be thrown out port holes. On board tankers the use of cigarette lighters is prohibited. In some ports, in accordance with local regulations, "No Smoking" signs are posted at the gangway and about the ship.

Crewmembers are required to wear clothing appropriate to the work in which they are engaged. Slippers, clogs sandals and similar footwear are not suitable for deck or engine room work.

To prevent injury to personnel it is necessary that they wear proper personal protective equipment and adequate clothing such as goggles, safety helmets, safe shoes with good soles, heels and laces, gloves to protect hands, tight fitting, short or long sleeved clothing, and protective devices such as safety belts, rubber mats and other non-slip coverings, safety glasses and hoods on grinders, adequate guards over gears and pulleys, oxygen-breathing apparatuses, welder shields, etc. should be used. Dangerous places such as gears in machinery, flywheels etc. must be protected with guards; open manholes, gratings must be roped off.

The use of gasoline, benzine or other volatile liquids for cleaning clothing, paint brushes, or other equipment is prohibited.

Passageways, decks and compartments must be kept clear of loose gear and equipment.

No hot work or spark producing work shall be undertaken without special permission or gasfree certificate.

Before men are sent into tanks, compartments or cofferdams, the chief officer personally makes the necessary tests.

Crewmembers required to enter compartments, which are not gasfree or are deficient in oxygen content, are trained in the use of the fresh air breathing apparatus.

Lifeboats and equipment must be ready for immediate use at all times.

Wilful or repeated violations of safety rules or refusal or neglect to observe safe working practices will subject the offender to immediate dismissal from the company employment.

Deck department personnel must immediately spread sand, sawdust or other suitable material to insure proper footing when decks, gangways or ladders become slippery because of ice, oil spills, etc. Safety markings and warning signs required by regulations are displayed as specified. Lifelines must be rigged on the approach of heavy weather to provide safe passage across weather decks. Personnel working in strong sunlight should wear clothing protecting against sunburn or sunstroke. While taking bunkers on no electrical or power-driven tools shall be used on deck; no work shall be done on electrical installations on the decks.

Engine department personnel working in the vicinity of boilers or steam or hot water pipes should wear long sleeved shirts to minimize danger of burns or scalding. Personnel working around machinery should not wear loose clothing, neckties, etc. They should wear safety type shoes with steel toe inserts. Men are not permitted to enter a boiler until all burners have been removed. Signs reading "Men in Boiler" must be posted. All stop valves to the boiler must be lashed in closed position. When men are working in boiler drums, a man is stationed out­side at all times to render immediate assistance if necessary.

Repairs must not be made to electrical circuits or equipment until all power has been cut off to the part affected. Engine Department

Duties of Wipers, Pumpmen and Deck Fitters

Wipers are low-qualification motormen. They work a day shift and are responsible to the engineer of the watch, to the first/ second assistant engineers, and to the Chief Engineer. Wipers are responsible for the general maintenance of the machinery spaces. They shall give particular attention to the cleanliness of areas where access is difficult. Floor plates, ladder treads and handrails must not be cleaned with oil or solutions containing oil. They must be kept free from oil, grease or other material, which would make them slippery.

Although a wiper is normally a day worker, in emergencies he may be assigned to a watch.

Wipers take part in a painting in the engine department spaces and quarters. Paints are stowed in paint lockers, which are kept close when not in use. All tank tops, bilges and cofferdams in the engine room and boiler room are to be kept painted, clean, dry and free from accumulation of oil, rags, rust, or debris.

The machine shop and storerooms shall be kept clean and neat and orderly. Loose equipment and gear shall be properly stowed and secured to prevent injury or damage in a seaway. When performing his duty a wiper utilizes the following implements and materials:

A pumpman and deck fitter are crew members of a tanker or gas carrier. In the performance of his duties in connection with maintenance and repairs to the cargo system and deck machinery the pumpman is responsible to the chief engineer. He is under the direction of the chief engineer in connection with handling cargo or ballast, washing tanks or gas freeing cargo tanks.

The pumpman must become thoroughly familiar with the content of cargo pumping instructions. In the performance of his duties the pumpman is also guided by the instructions contained in the shipping company publications and manufacturer’s manuals. He must know how to stop and secure the cargo pumps so that immediate action can be taken in an emergency. In the event of a spill, spilled oil must not be allowed to go overboard. Upon joining a vessel, the pumpman is to familiarize himself with the arrangement, layout and operation of the cargo system. All cargo valve wheels as a rule are clearly marked by name plates.

Oilers’ Duties

Oilers are watchkeeping motormen. An oiler on watch is required to make a round of inspection of the engine room, boiler rooms and steering engine room, twice each hour. When making inspections, particular attention shall be given to lubricating oil level, temperatures, pressure gauge readings, and bearing temperatures of all operating/ running machinery including the main engine(s).

The amount of water in the distilled water tank shall be checked. The water levels in the boilers shall be under constant observation.

When fresh water is being taken on board an oiler may be required to make accurate soundings of all the tanks.

The oilers change over and clean the lubricating oil strainers in each port when a vessel is operating coastwise. On long off-shore voyages, this operation is done weekly. All precautions must be taken to prevent loss of lubricating oil pump suction during this procedure. If an oiler finds metal flakes in the strainer, indicating wear, he must report this fact to the watch officer. Actually he must report any deficiency found. In fact there are very many things oilers are required to be familiar with:

Ship’s Electrical System

Auxiliary services on board ship range from engine room pumps, compressors and fans, deck winches and windlasses, to general lighting, catering and air conditioning. Electrical power is used to drive the majority of the auxiliary services. The electrical power system on board ship is designed to provide a secure supply to all loads with adequate built-in protection for the equipment and operating personnel.

The general scheme of a ship's electrical power system is common to nearly all ships.

The main a.c. generators (sometimes called alternators) produce the electrical power. It is supplied to the main switch board and then distributed to the various auxiliary services comprising the electrical load. An emergency generator and emergency switch board maintain supplies in the event of a main power failure.

The generators may be driven by a diesel engine, by a steam or gas turbine, or by the main propulsion engine as a shaft generator. The type of prime mover is determined by the design of the ship and by economic factors.

The combined power rating of the generators is determined by the overall demand of the ship's electrical load. Large passenger ships usually have four large generators rated at 10 MW or more to supply the electric propulsion motors and the extensive hotel services on board. A cargo ship may have two main generators typically rated from 350 to 1000 kW which are sufficient to supply the engine room auxiliaries while at sea and the winches or cranes for handling cargo while in port. The limited load required during an emergency requires that an emergency generator may be rated from about 10 kW for a small coaster to about 300 kW or more for a cargo liner. The ship builder must estimate the number and power rating of the required generators by assessing the power demand of the load for all situations whether at sea or in port.

Electrical power on board ship is commonly generated at 440V, 60Hz (sometimes 380V, 50Hz). Ships with a very large electrical power demand will require generators that operate at a high voltage ( 3.3kV, 6.6kV or 11kV) to limit the amount of normal load current and the prospective fault current.

The British Standard (BS) and International Electrotechnical Commission (IEC) definition of low voltage is 50 V a.c. to 1000 V a.c. The IEC gives this definition to harmonise British and European standards.

Lighting and other low power ancillary services usually operate at 110 V or 220 V, single-phase a.c. Transformers are used to reduce the 440V system voltage to the lower voltage levels.

Where portable equipment is to be used in dangerous, hot and damp locations, it is advisable to operate at 55V or even 24V supplied again by a step-down transformer. Occasionally, transformers are also used to step-up voltages, e.g. supplying a large 3.3kV bow thruster motor from a 440V switch board supply.

Batteries for various essential services operate at 1.2V or 24V d.c. but sometimes higher voltages are used if such loads require a large power supply.

History for development of ISM Code

On the evening of March 6, 1987, the cross-channel Ro-Ro ferry Herald of Free Enterprise, carrying more than 450 passengers, around 80 crew, more than 80 cars, and close to 50 freight vehicles, left the Belgian port of Zebrügge for the English port of Dover. Soon after the Herald of Free Enterprise passed Zebrügge's breakwater, water flooded into the ferry's lower car deck and destabilized it, causing it to sink in a matter of minutes. 193 lives were lost. The immediate cause of the accident was that the bow door remained wide open, allowing the great inrush of water as the vessel increased speed, while the fatigued assistant boatswain directly responsible for closing it lay asleep in his cabin. The public inquiry revealed that the assistant boatswain's negligence was simply the last in a long string of actions that laid the groundwork for a major accident. The Report did not stop at identifying the shortcomings of the ship's master and his crew. The inquiry revealed that the shore management, Townsend Car Ferries Ltd., was just as blameworthy. Numerous memos written by ship's masters pointing out the need to implement safety-enhancing measures or address serious deficiencies on board their vessels went unheeded. The Report summed up the management's cavalier attitude towards safety in the following statement: 'From top to bottom the body corporate was infected with the disease of sloppiness'.

The Herald of Free Enterprise was a modern ferry equipped with advanced technology and manned by a highly qualified crew. Only seven years prior to the accident, it was built in a German shipyard according to international maritime safety regulations. Why did it capsize? The general frustration in the shipping industry following the capsizing of the Herald of Free Enterprise resulted in the development of the ISM Code.

The ISM Code provides an International standard for the safe management and operation of ships and for pollution prevention. The purpose of ISM Code are:

  • To ensure Safety at Sea

  • To prevent human injury or loss of life

  • To avoid damage to the environment and to the ship.

SOLAS adopted the ISM Code in 1994. In order to comply with the ISM Code, each ship class must have a working Safety Management System (SMS). Each SMS is developed to meet the following objectives:

  • To provide for safe practices in ship operation

  • To support a safe working environment

  • To establish safeguards against all identified risks

  • To continuously improve safety management skills on board and ashore

  • To prepare for emergencies

Another requirement of the ISM Code is for the ship to be maintained in conformity with the provisions of relevant rules and regulations and with any additional requirements which may be established by the Company.

Each ISM compliant ship is audited, first by the Company (internal audit) and then each 2.5 to 3 years by the Flag State Marine Administration to verify the fulfillment and effectiveness of their Safety Management System. Once SMS is verified and it is working and effectively implemented, the ship is issued with The Safety Management Certificate. Comments from the auditor and from the ship are incorporated into the SMS by headquarters.

The requirements of the ISM Code may be applied to all ships.

Please, find enclosed a copy of our letter which we have today addressed Messrs. Shell Canada Limited, which speaks for itself. We are not certain what prompted the Master to refuse acceptance of the bunker fuel which was specially ordered at his request. We only know that when the barge arrived he stated that before taking it he had to get the approval of the Owner’s representative. Unfortunately, we could not immediately connect with the Owner’s representative.

As the barge was sent in good faith to supply the vessel with the fuel ordered by the Master, a copy of the account is enclosed which we approved for payment.
