As the great teacher innovator S.A. Amonashvilli has told: « Still anybody on the Earth was not given to regret, that has given a life for studying. Know your striving! Study everything you can, do not imitate anybody! And learn only that you really love! »
I work at the Higher Technical School in Schuchinsk since November, 2008. As the motto of my pedagogical activity I consider words: « To study more in order to learn others successfully ». At session of methodical association the theme of my self-education has been approved: « The formation and development of poly cultural students’ personality through using information – communicative studying technologies on the English lessons», I work on this theme since 2013.
The aims of my self-education are raising professional qualification continuously, to be able to put clear objectives, to study, to analyze, to sum up, to use in the work modern pedagogical technologies, to develop the intelligence, erudition, culture, to use an organization procedure of the complete teacher’s activity, the rational organization of student and teacher’s work. I try to bring up the best in students, the education of students’ organization (a school routine of a day, a workplace, techniques and methods of organization – learning, work, game, dialogue), and also the progress of professional competences in conditions of education’s modernization.
It is generally agreed, that at the present stage of education’s modernization it is competence approach widely applied as one of the important conceptual positions of a content updating in professional education. Scientists consider that the competence approach, first of all, is a priority orientation to objectives, such vectors of formation as learning, self-determination, self-actualization, socialization and progress of individuality. It is possible to name professionally competent teacher that person who at a rather high level carries pedagogical activity out, pedagogical dialogue, reaches stably high results in training and education of students. Progress of professional competence is a progress of creative individuality, formation of a susceptibility to pedagogical innovations, best abilities to adapt in a changing pedagogical atmosphere. Social, economic and the greatest society’s spirits directly depend on a teacher’s professional level.
There is a necessity in improvement of the teacher’s professional skill and professionalism, its professional competence because of the variations occurring in a modern education system. The main aims of modern education is correspond actual and perspective needs of persons, society and state, preparation of versatile developed person as the country’s citizen capable to social adaptation in a society, to the beginning of labour activity, self-education and self-improvement.
And freely conceiving, predicting results of the activity and modeling educational process teacher is the guarantor of aims achievement.
For this reason, in my opinion, demand for the qualified, creatively conceiving, competitive person of the teacher now has sharply raised, capable of bringing up the person in the modern, dynamically changing world. Proceeding from modern requirements, it is possible to define the basic ways of professional competence teacher’s progress: work on methodical associations, creative groups; research, experimental activity; innovative activity, development of new pedagogical technologies; various forms of pedagogical support; active participation in pedagogical competitions, the master-classes, forums and festivals; generalization of own pedagogical experience; using the information – communicative technologies.
Czech thinker-humanist J.A. Komensky told: “ It is possible and necessary to learn each teacher to use pedagogical instruments, only then his work will be highly productive, and teacher takes the best place under the sun “.
In this connection it would be desirable to tell, that not one of the listed ways will not be effective if the teacher himself does not realize the necessity in increasing his own professional competence. The necessity of motivation and creation of favorable conditions for pedagogical growth follows.
It is necessary to create those conditions in which the teacher independently realizes the necessity of increasing his own level and professional qualities.
The analysis of own pedagogical experience makes teacher’s active professional self-development therefore research activity skills are integrated into pedagogical activity development. The progress of professional competence is a dynamical process of mastering and professional experience’s modernization which leads to individual professional progress of qualities, the professional experience’s accumulation, assuming continuous progress and self-improvement.
I can allocate formation stages of professional competence which I use during my own development. It is introspection and comprehension of necessity; self-development planning (objectives, problems, ways of decisions); self-control, self-education, self-determination, self-knowledge, the analysis and self-manifestation.
Speaking about professional competence of the teacher it is necessary to tell about creation of the teacher’s portfolio or file. The portfolio (file) is a reflection of professional work during which formation occur self-estimation and the necessity of self-development is realized. By means of a portfolio (file) the problem of teacher’s certification solved because of the results of professional work activity gather here and generalize. Creation of a portfolio is a good motivational basis of the teacher’s activity and progress of its professional competence.
As George Zimmel has told: « Live and learn! And you will like a wise man has the right to hold an educated person rank ».
Thus, the teacher’s competence is a synthesis of professionalism (special, methodical, psycho-pedagogical preparation), creation (creation work of relations, the process of training, optimum use of means, methods of training) and arts (acting and speaking).
And for today it is become obvious, that from the simple sum of knowledge "to combine" the competent professional it is impossible. The teacher should possess by huge feeling of the responsibility, training and educating present generation.
To make the doctrine attractive, it is necessary to make lessons up in the interesting form. And it is reached by application of interesting means created by the teacher in the form of problem questions, crossword puzzles, cognitive tasks, slide presentations, projects and so on.
In the practical activities I use such types of lessons as a lecture - lesson; a conversation - lesson; a film-lesson; Lesson of theoretical or practical independent works (research type); a lesson of independent works (reproductive type – oral or written exercises); a lesson of practical works; an excursion - lesson, virtual excursion; a lesson-seminar; didactic games; the analysis of situations; oral interrogation; written interrogation; examination, on-line lesson which helps in rising students’ motivation.
Modernization of average (secondary) and special education which is spent in our country, means, first of all, not only content’s renovation, but also principles of education in poly language system: the Kazakh – Russian – English languages.
The president of the country N. A.Nazarbaev has put a high level before native education. It should become competitive, high-quality, so that graduates of the Kazakhstan schools could continue their education easily in foreign high schools.
The urgency poly cultural and poly lingual education is defined by the general world tendency to integration in economic, cultural and political areas and should be reflected in progress of the professional foreign language teacher’s competence in conditions of education’s modernization.
In this connection I pay special attention to creation of conditions for progress of creative personal students’ potential and to possibilities expansion of the profound education, including language.
I consider that such conditions can develop on bilingual base. That means teaching the subject matter and mastering knowledge in the certain area on the basis of native use coherence and foreign language as means of educational activity. In this connection in my activity I as use the integrated lessons which help students to develop the language competence. Thus the integration lesson was taken last year by me and the teacher of Kazakh language in the group of “Mountain electro - mechanics”, the second course, on the theme: “Пайдалы қазбалар - Mineral resources”.
The project work also intensifies the lexical material on the English lessons on the professional field and joins students to the English speaking culture countries. This project work uses in the studying of culture and industry brunch. In the result of all these kinds of lessons the professional knowledge and good language skills are formed, abilities in working with professional documents, making abilities for analyzing industrial dialogues, working with professional literature, the skills of responsible attitude towards work, the skills of working in the international team, skills of innovatively, integrative, theoretically thinking on professional themes, leaning on fundamental system of knowledge.
Undoubtedly, using of innovative methods, methods of creation interest in education (informative games, educational discussions, creation of problem situations, etc.), methods of formation debt and responsibility in education (encouragement, approval, censure, etc.); introduction of new technologies in educational process by teachers and students (presentations of a training material, electron books, audio-and video records and so on) by the teacher, intensify process of language training and promote efficiency of assimilation Kazakh, Russian and foreign languages, and also development of professional competences not only by students, but also by teachers in the conditions of modernization of all aspects of activity.
According to Marina Tsvetaeva’s words: «The Success - means, to be in time », I want to wish all teachers to think about this question timely, rouse each of them on the decision to play the symphony of success, music of soul, to be heard and be appreciated in this world. The main thing to become successful, it is not mandatory for person to be born under a happy star. Each person by the right of a birth can become successful, if he will want.

Article of M. Emanakova dedicated to the development of professional foreign language teachers’ competence in the conditions of education’s modernization, as well as about the importance of the development of multilingualism in Kazakhstan and application of multicultural education on the English lessons at the Higher technical school, Schuchinsk.
The relevance of this article won’t raise any doubt, since mastery of professional competencies, the teacher of a foreign language is directly connected with the development of the language skills of the Higher technical school’s students. The relevance of multicultural and poly lingual education is based on a General global trend towards integration in the economic, cultural and political spheres, and should be reflected in the development of professional competence of EFL teachers and students in the conditions of modernization of education.
The author carried out serious work to identify methods and techniques for the development of their professional competences and competences of technical specialties’ students. M. Emanakova writes about the necessity of changing the role of the teacher in the learning process of (TC), students because teachers in Higher technical schools of the country ceases to be the primary source of information, it should rather be directed learning through innovative, interesting lessons, and not to control them.
Scientific article M. Emanakova «The development of professional foreign language teacher’s competence in the conditions of education’s modernization” complies with all the requirements of this kind. This article may be recommended for publication.

This article describes the development of professional competence of foreign language teachers and students in the conditions of education’s modernization.
This work presents information about poly language education which is the foundation of the poly cultural person. Author’s aim is to show this fact in Higher Technical School, Schuchinsk.
