• active: People believe that he lied in court.
• Passive: it is believed he lied in court. He is believed to have lied in court.

Personal Passive Construction

(личная пассивная конструкция)

Subject + Passive verb + to infinitive

• She is thought to be ill. (Её считают больной)
• The doctor is reported to have made a mistake.

Impersonal Passive Construction

(безличная пассивная конструкция)

It + Passive verb + (that) + finite clause (личное предложение)

• It is thought that she is ill. (Думают, что она больна)
• It is reported that the doctor had made a mistake.
