Kazakhstan Political System

Kazakhstan gained its independence in1991. The young sovereign state and its economy have set out on a new course in which the local organism and the whole complex of political and economic relations are being completely reorganized. The multi-party system is the decisive force is the democratic transformation and consolidation of the multinational society. The adoption of such a system will lead to the emergence of new political activists and leaders.

The first Constitution of the independent Republic of Kazakhstan, promulgated in January 1993, is based on the principles of pluralism and separation of powers within a unified secular state. The main law of the state – The Constitution of the Republic of Kazakhstan- was adopted in1995. According to the Constitution of the Republic of Kazakhstan it is a unitary state with a presidential form of government. The President of the state is elected for a five-year term by universal, equal and direct voting. The first President of the Republic Nursultan Nazarbaev was elected in 1991. The highest representative body that reforms legislative functions is the Parliament of the Republic. The Parliament consists of two chambers: the Senate and the Mazhilis acting on a permanent basis.

The Government implements the executive power in the country. It is headed by the Prime Minister, who is appointed by the president with approval of the Parliament. The Government is responsible for its work to the President and is accountable to the Parliament.

The Judicial system of the republic is executed by the Supreme court and the local courts of the state.

Local representative and executive bodies exercise control over regional matters. Local representative bodies (Maslikhats) express the will of the population of the corresponding administrative-territorial units. An oblast’s administrative government led by an “Akim” oversees executive power in each of Kazakhstan’s regions (oblasts).

The most important political aims and the main condition for the realization of the economic reforms are the preservation of stability in the country and the conclusion of military, political and economic alliances that will guarantee the security and the sovereignty of the Republic of Kazakhstan.
