Why do you think there are so many proverbs related to rain in English? There are plenty of English proverbs related to rain, because there are a lot of rainy days in Britain. In these proverbs rain means something not very good, even bad.
Using Antonyms of words in italics change these sentences to make a proverb.

It always rains and it pours.

Make up a story discussing your problem, using proverbs.
