Тема урока: Конституция и Президент.

Цель урока: формирование целостной системы знаний по теме «Конституция Республики Казахстан».

Задачи урока:

1. Обобщить и систематизировать знания Конституции РК и политической сущности Президента.

2. Воспитывать патриотизм и уважительное отношение к законам РК. Расширять общий кругозор учащихся.

3. Формировать умение отвечать на вопросы по теме, выделять требуемую информацию в тексте (прочитанном, услышанном).

4. Развивать способности работать в группах и представлять творческие работы.

Тип урока: Обобщение с элементами контроля.

Вид урока: Ролевая игра – «Выборы Президента».

Метод преподавания: интегрированный урок

Ход урока:

Учащиеся рассаживаются в группы (3 партии по 7 человек).

1. Introduction.

Teacher: Good morning, ladies and gentlemen! I’m very glad to see you at this lesson. Today we’ll conclude and summarize the studied material about the Constitution and President. We’ll hold the election of the President in our form by not voting, but your knowledge. Let me introduce:

• the independent observers who will help us to control and count your rating: History teacher, the pupil of the 11 form and the pupil of the 10 form;

• the Party “Omir”, the Party “Freedom Equality Fellowship”, the Party “Clear Sky”.

I’d like to prevent you that rating of your parties doesn’t depend on missing members of parties.

Let’s begin the election.

2. Now I have some questions about the Constitution. You can take 3 points for the every answer, you may use 2 prompting: a question and an answer in Russian, but you loose a point by the way. I’ll take you 30 seconds for every question.

Last changes were accepted on the 21^st of May in 2007.

The commission of human rights was founded at the President.

There are 9 representatives from the AKN in Parliament.

3. Project works. Next competition is the presentation your pre-election projects. Every project is 5 points. Who is ready?

4. Now you must compare two variants of extract from the Constitution. The first variant in English from the Constitution before the changing, the second one is Russian from the current Constitution.

You must find and underline the changes and differentiations. I’ll take you 5 minutes.

3. The administrative and territorial division of the Republic of Kazakhstan, location and states of its capital are determined by law.

1. The President of the Republic shall be elected by universal, equal and direct suffrage under a secret ballot for a seven-year term in accordance with the Constitutional Law by the citizens of the Republic who have come of age.

2. A citizen of the Republic shall be eligible for the office of the President of the Republic of Kazakhstan if he is by birth not younger than forty and has 99a perfect command of the state language and has lived in Kazakhstan for not less than fifteen years.

Article 44

1. The President of the Republic of Kazakhstan shall:

2) appoint regular and extraordinary elections to the Parliament of the Republic; convene the First Session of Parliament and accept the auth of its members to the people of Kazakhstan; call extraordinary joint session of the Chamber of Parliament; sign laws submitted by Senate of Parliament within fifteen working days, promulgate the law or return the law or its separate articles for a second discussions and vote;

Article 50

3. The Majilis shall consist of seventy-seven deputies. Sixty-seven depu­ties shall be elected in constituencies having one mandate and formed ac­cording to the administrative-territorial division of the Republic with an ap­proximately equal number of constituents. Ten deputies shall be elected on the basis of the Party Lists according to the system of proportional represen­tation and in the territory of a unified national constituency.

The candidate-president of the won party gives the oath.

(The text of the oath you can take from Ex.8 p.100 in Article 42. For the given lesson the oath should be changed for the situation (not the President, but the President of the form).
